In a medium saute pan, heat the olive oil over medium heat. When the oil is hot, add the diced white onion and cook until translucent, about 2 to 3 minutes. Add the minced garlic clove atop and cook until fragrant, about 1 minute. Add the ground beef, Ancho chile pepper, pinch of cayenne and lime juice. Break up the ground beef with a spatula and cook until browned, about 3 to 4 minutes. Add the diced tomato and cook for about 1 minute.
Meanwhile, in a medium saucepan, heat the milk and cheddar spread, mixing the the entire time until very smooth. Fold in the cooked ground beef mixture. Pour the chili cheese dip into a serving bowl and top with a few slices of scallions. Serve warm with plenty of tortilla chips.
